I tried on multiple PCs but results are same.
Any solution for this issue??

try to update your Framework!
here are the installation procedures on the archive

Run WLGen_BobCat loader.exe
press License Manager
Press Add License
Enter your Customer
Enter your Company
Enter (Ctrl+V) your PC Hardware ID, thats you take on step 3
Press Save, you will see your entered data (Customer and Company)
Then on upper string press "Create License Key"
License Manager creates a folder, named (User-PC-UserPC) or what you Customer-Company writed.
Exit License Manager, Exit Bobcat Loader
You goto into this your new folder, run "License.reg" (add to Windows Registry).
Copy file "regkey.dat" to folder "5 Keygen" (rewrite existing file!)
Goto next step (folder 5 Keygen)

Consult 4 Keymaker.rar
personally I did not try, if not to use the search for other sources search.php?keywords=Bobcat

Yes, I tried all steps until step5 without any issue.
Also my .net Framework is up-to-dated.
I think the KG file needs some support file??

Problem solved.
This Bobcat Service Analyzer tools works on Win10 but the KEYGEN at step5 only works on WIN7.
If anyone know make it working on Win10, please let me know!
